AZE - COP29

The 2024 United Nations Climate Change Conference/Conference of the Parties of the UNFCCC (commonly known as COP29) will be the 29th UN event to be held in Baku, Azerbaijan from 11 to 22 November, 2024.  Correspondingly, the Government of the Republic of Azerbaijan are taking preventative security measures and other necessary precautions by restricting travel within Baku during COP29. 

According to the action plan and instructions on security measures announced by the Cabinet of Ministers of Azerbaijan Republic, it has been decided to limit the free movement of people (particularly in the center of Baku) by transferring of 70% of government officials and representatives of state authorities to remote work during the COP29.  Online education is being also offered for Universities located in the capital with the view to limit access to Baku from other regions and, partially suspending inter-district and intercity traffic (except for the special purpose vehicles) during COP29. Furthermore, access to event areas of COP29 will be limited as well.

It is our expectation that restrictions may be extended and/or security measures strengthened as the event begins unrolling. It is also worth noting that authorities’ response time is notoriously slow under normal circumstances and, it would absolutely expected to worsen during this period of time.

Due to the above, we will not be accepting last minute or urgent requests during or immediately before the COP29. Delays in submission of WP/TRP applications to the Migration Authority shall be expected and collection of permits from the Migration Authority may be suspended under circumstances.

With the above in mind and to comply with security measures and instructions announced by the Cabinet of Ministers, it has been decided by CABC management to implement home-working for all CABC personnel from November 14, 2024 to November 22, 2024.
